2026 Brings Student/Industry Connection in Caldwell and Watauga Counties

Caldwell Community College and Technical Institute (CCC&TI) is proud to expand work-based learning opportunities in North Carolina’s Caldwell and Watauga Counties with the launch of RISE (Regional Initiative for Skilled Employment) this month. Designed to address critical skill gaps across the high-demand industry sectors of Healthcare, Manufacturing, Hospitality, and Trades, RISE supports local industry while providing life-changing career opportunities for area residents. The collaborative partnership will allow students to gain practical work experience during the school day, earn postsecondary credentials, and receive credit toward graduation.

The program’s primary goal is to increase the number of students earning postsecondary credentials that lead to sustainable employment while reducing barriers through financial support, mentorship, and flexible learning schedules. RISE is mission-driven, aligning with CCC&TI’s commitment to provide educational opportunities that strengthen both the local workforce and the community. The program has received $1 million in initial funding through a combination of local, statewide, and national grants, providing essential resources for employee development, student stipends, and program operations.

The collaborative nature of RISE is reflected in its Executive Committee, which is comprised of representatives from CCC&TI, Caldwell County Schools, Watauga County Schools, Caldwell County Economic Development, and Watauga County Economic Development. 

Tara Brossa has been hired as Executive Director to promote and manage the program, offering valuable insights through a Q&A below. 

What are the biggest priorities and challenges as you prepare to roll out the program to support four industry sectors?

Our primary goal is to connect students with local businesses and create new opportunities for everyone involved. We are excited about reinventing the future of work-based learning in Caldwell County. These experiences will inspire students, ignite curiosity, and grow into meaningful partnerships that businesses will be proud to participate in.

What are the region’s most significant strengths that give you confidence in the success of the RISE program?

The greatest strength of our region is our community. Over the past year, I have come to appreciate the resilience and dedication of people, whether they are families who have lived here for generations or newcomers drawn by opportunity and the area's beauty. It is essential to demonstrate to students that amazing opportunities are available right here at home. Connecting youth with local businesses opens their eyes to exciting futures they may not have realized were possible.

How will RISE reduce barriers to work-based learning opportunities, especially for students facing financial or transportation challenges?

Our stipend program is a key part of this work. Students can receive up to $300 per month, including $150 for transportation and $150 based on performance. Alongside mentorship, we provide financial literacy guidance to help students prepare for their careers. The stipend, paid employment, and flexible learning schedules create an environment where students can earn while they learn, complete the program successfully, and gain credentials to start their careers with confidence.

With $1 million in initial funding, how will RISE be sustained, and how will success be measured?

We are currently building financial partnerships to support this program, both now and in the future. Success is not just about participation numbers. We will measure both short-term and long-term outcomes for students, including educational engagement, credential attainment, job placement, and performance at industry sites. Our goal is to exceed expectations for business partners by preparing future leaders and dependable team members.

How do you envision RISE transforming the region over the next five years?

I see participants completing apprenticeships, earning credentials, and moving into full-time employment and entry-level leadership roles. I hope to see siblings and multiple family members participate, especially first-generation students whose economic futures can be transformed through education and employment. RISE will help businesses fill open roles, reduce turnover, and develop local talent, creating a stronger, more sustainable workforce for Caldwell and Watauga Counties.
